The Institution of the Human Resources Development and Studies (Lakpesdam) is an entity affiliated with
Nadhlatul Ulama (NU) and was established by Central Board of Nahdlatul Ulama (PBNU) on 7 April 1985
in conjunction with the 61st NU anniversary in Jakarta bringing the vision to become a trusted facilitator
and think-tank in strengthening conducive environment toward the realization of free and fair society that
respect human rights based on the basic Islamic values of ahlus sunnah wal jama’ah.
Through the direction of the PBNU, Lakpesdam has reached out to religious leaders and activists to promote
peace, tolerance, and civic participation among diverse communities and held on to their mission among
others mainstreaming the practice of moderate and inclusive aswaja an-nahdliyyah values to strengthen the
order of life in a just and dignified society; Strengthening public policies in local, national, and international
planning based on data and strategic studies; Empowering people to be responsive to social changes;
Empowering knowledge and resources towards strengthening organizational programs, developing science,
and empowering people in a sustainable manner; Strengthening the capacity of Lakpesdam specifically and
NU in generally to become independent, transparent, and accountable organizations.
The organization will start an upcoming program to contribute towards inclusive democracy in Indonesia
that will ensure more women, children and minority groups can benefit from Indonesia’s social, political
and economic opportunities. The program is supported by foreign government grants funding. In connection
with the implementation of this program, the organization opens vacancies for program implementing staff
as follows.
Position Description
Title : Project Finance and Administration Manager
Location : Jakarta

Direct Report : Finance and Accounting Officer, Finance and Admin Assistant, Support Staff.
Job Type & duration of Contract : Full-time staff, initial contract for one year with potential extension

Term of Employment
This position is for an initial period of 1 year, after which the position will be evaluated subject to
continuation of the project and organization needs and regular performance review.
Position Summary
Reporting to the Kordinator Pengurus Harian, the Project Finance and Administration Manager is
responsible for managing a program budgets, maintain financial transaction records, and budget monitoring.
This position ensures compliance with financial and reporting terms of donor awards and attend to all
correspondence about program budgets. Develop and implement systems and/or tools to promote
compliance with donor requirements for finance, liaising with Kordinator Pengurus Harian to anticipate
and address donor compliance issues that may affect project implementation and ensure full compliance
with donor regulations. Support the organization in managing the program budget, in keeping coordination
with other finance and program officers to develop systems, protocols, and tools related to program budgets
and internal and/or external audits.
The Project Finance and administration Manager will support the program by ensuring the financial and
grants management and information systems are in place and functional. The Project Finance and
Administration Manager will be responsible for implementing an inter-agency fraud risk prevention,
mitigation and response plan. The position is responsible for receiving and reviewing partner expenditures
and reports and preparing consolidated financial reports for the donor.
Functional Relationship
Develop and maintain effective working communication with the following:

Works closely with the project finance and admin staff, program staff, team leader, and head of the
organization.
External:
Vendors/Contractors
Donors
Partners
External/internal auditors.
Roles and Responsibilities
Financial Management Systems:
– Responsible for computerized financial systems package, coordinating data and transactions
processing while providing technical support and training to both the finance and non-finance staff.
– Ensure that the ledgers for project are maintained up to date and that transactions are posted on
daily basis and are reconciled to correctness in projects, donors, activities, and expenditure codes
in order to facilitate efficient and timely reporting to management and donors.
– Responsible for managing the disbursement of funds to partners in line with payment schedules
and any other requirements
– Preparation and follow-up of invoices for expenditure, as necessary.
Financial Reporting:
– Consolidation of financial reports into one report for submission to member and donor
– Review of financial reports and transactions by implementing partners.
– Ensure donor compliance during reporting in terms of templates and budgetary ceilings as
applicable
Fraud Risk Mitigation and Response:
– In coordination with the Team Leader, Kordinator Pelaksana Harian, Implementing Partners, and
internal related staff/units develop a Fraud risk mitigation and response policy.
– Ensure the financial risk assessment is maintained and updated.
– In case of suspicions of fraud, ensure the case is addressed as per the policy.
Training and Capacity Building:
– Identify financial management capacity gaps and training needs assessments for both finance and
non-finance partner staff and provide hands on support and training for proper and effective use of
resources.
– Conduct support to field offices and partner offices to reconcile accounting records and provide
relevant technical support at such intervals as may be required.
Audit Preparedness:
– Work with the Internal Controller and partner organizations to ensure the program is sufficiently
audit ‘ready’.
– Ensure that any actions or recommendations included in the case of management letter resulting
from any audits is followed up and reconciled.
– Coordinate donor audits.
Donor Compliance:
– Ensure that the program are implemented in line with donor policies and compliance corresponding
to finance and grants management (for example, budget line flexibility adhered to, expenditures
eligible in line with policy etc.)
Grants Management:
– Lead on the sub granting process for implementing partners in coordination with the program team.
– Ensure information is documented and maintain all partner records.
– Prepare budget versus actuals to inform ongoing grants review within the Team Leader and
– Kordinator Pelaksana Harian and to identify deviations in implementation progress and flag delays
/requests for support to program unit.
– Provide updates on head of organization on progress, risks, status, etc.
Competencies
Education and Experience:
– A bachelor’s Degree in Economic, Commerce, Accounting or Business Administration. Possession
of a postgraduate qualification or professional qualification such as CPA, ICSA etc. is an added
advantage.
– Work experience from reputable audit firms, international organizations or donor organizations
will be a plus.
Qualifications and Technical Skill:
– Ability to prepare and maintain the full set of accounts;
– Knowledge and experience with accounting software (preferably for non-profit);
– Proficiency in oral and written English and Bahasa Indonesia;
– Exceptional time management and verbal and written communication skills;
– Proficient in Microsoft Excel and other accounting software;
– Ability to multitask and remain motivated and positive;
– Commitment to working efficiently and accurately.
Remuneration:
A lump sum monthly salary will be provided commensurate with the qualification and experience, and
consulted to the budget rates.
