The Institution of the Human Resources Development and Studies (Lakpesdam) is an entity affiliated with
Nadhlatul Ulama (NU) and was established by Central Board of Nahdlatul Ulama (PBNU) on 7 April 1985
in conjunction with the 61st NU anniversary in Jakarta bringing the vision to become a trusted facilitator
and think-tank in strengthening conducive environment toward the realization of free and fair society that
respect human rights based on the basic Islamic values of ahlus sunnah wal jama’ah.
Through the direction of the PBNU, Lakpesdam has reached out to religious leaders and activists to promote
peace, tolerance, and civic participation among diverse communities and held on to their mission among
others mainstreaming the practice of moderate and inclusive aswaja an-nahdliyyah values to strengthen the
order of life in a just and dignified society; Strengthening public policies in local, national, and international
planning based on data and strategic studies; Empowering people to be responsive to social changes;
Empowering knowledge and resources towards strengthening organizational programs, developing science,
and empowering people in a sustainable manner; Strengthening the capacity of Lakpesdam specifically and
NU in generally to become independent, transparent, and accountable organizations.
The organization will start an upcoming program to contribute towards inclusive democracy in Indonesia
that will ensure more women, children and minority groups can benefit from Indonesia’s social, political
and economic opportunities. The program is supported by foreign government grants funding. In connection
with the implementation of this program, the organization opens vacancies for program implementing staff
as follows.
Position Description
Title : Finance and Accounting Officer

Term of Employment
This position is for an initial period of 1 year, after which the position will be evaluated subject to
continuation of the project and organization needs and regular performance review.
Position Summary
Reporting to the Project Finance and Admin Manager, the Finance & Accounting Officer is responsible for
managing a program budgets, maintain financial transaction records, and budget monitoring. This position
ensures compliance with financial and reporting terms of donor awards and attend to all correspondence
about program budgets. Develop and implement systems and/or tools to promote compliance with donor
requirements for finance, liaising with Project Finance and Admin Manager to anticipate and address donor
compliance issues that may affect project implementation and ensure full compliance with donor
regulations. Support Project Finance and Admin Manager in managing the program budget, in keeping
coordination with other finance officers to develop systems, protocols, and tools related to program budgets
and internal and/or external audits.
Functional Relationship
Develop and maintain effective working communication with the following:
Internal:
– Works closely with the Project Finance and Admin Manager and program staff.
– Occasional duties assigned by the Koordinator Pelaksana Harian
External:
-Vendors/Contractors
– Donors
– Partners
– Occasional contact with external/internal auditors.
Roles and Responsibilities
Finance and Accounting:
General accounting tasks, including reconciling and maintaining balance sheet accounts and
general ledger of the program, preparing journal entries, preparing monthly closing and financial
reports, preparing account/bank reconciliations using organization accounting systems and tools;
Oversee the validation of transactions and verification of their impact on the program budget;
Ensure all expenses are within assigned project budget and verify the completeness of all required
supporting documentation for all payments vouchers;
– Prepare payments, bank transfers and do the bank transactions;
– Produce periodic financial reports and other financial documents for the program team in
accordance with the prevailing policies and procedures;
– Ensure timely and accurate monthly and year end closure of accounts, including bank
reconciliation, and submit reports to Finance and Admin Manager as per prescribed deadlines;
– Prepare invoice to the projects procurement for goods and services and cost share;
– Settle amounts due, or recover outstanding receivables;
– Identify and resolve invoicing issues, accounting discrepancies and other financial related issues;
– Review financial paperwork and procedures, provide recommendations and make necessary
changes;
– Prepare and coordinate financial audit and ensure timely and effective follow up to audit
observations and recommendations;
– Maintain good records management of program finance and accounting;
– Certify budget allocation on the Request for Payment;
– Work closely with Finance and Admin Manager in preparing the program budget and overseeing
accurate project spending projections.
Grant Management:
– Assist the Program Officer in reviewing budget proposals of grantees and sub-contractors;
– Keep in coordination with program colleagues to meet spending projection targets.
Administrative:
– Ensure proper and complete documentation and filing for easy retrieval of all accounting related
documents;
– Identify and provide feedback and suggestions to management related to improvements to the
organization’s policies, procedures, processes and financial systems and related programs;
– Perform other duties as assigned by Finance Manager and Koordinator Pengurus Harian.
Competencies
Education and Experience:
Completion of Bachelor Degree in Accounting or Finance with minimum of 4 years of relevant
work experience;
Work experience from reputable audit firms, international organizations or donor organizations
will be a plus.
Qualifications and Technical Skill:
– Ability to prepare and maintain the full set of accounts;
– Knowledge and experience with accounting software (preferably for non-profit);
– Ability in oral and written English and Bahasa Indonesia;
– Exceptional time management and verbal and written communication skills;
– Proficient in Microsoft Excel;
– Ability to multitask and remain motivated and positive;
– Commitment to working efficiently and accurately.
Remuneration:
A lump sum monthly salary will be provided commensurate with the qualification and experience, and
consulted to the budget rates.
